Drafting and reviewing legislative texts in a digital age
Starting point and goal
At the moment, IT is used inconsistently throughout the legislative process. From the first draft to the promulgation of an act, various different software solutions and applications are used across constitutional bodies.

The federal electronic legislation project "Elektronisches Gesetzgebungsverfahren des Bundes" (E-Legislation) aims to lay a new IT foundation for the federal legislative process. The goal is to overcome existing media discontinuities in the process within and between the Federal Government, the German Bundestag, the Bundesrat, the Mediation Committee and the Federal President’s Office. E-Legislation represents a seamless, electronic and interoperable legislative process at federal level. The process should align with current technical developments to make the law-making process fit for the future.
The project was originally part of the government programme "Digital Public Administration 2020" and is now continued in the framework of consolidating information technology at federal level.
Project history
The E-Legislation project was initiated in 2016. In order to document the legislative process and support the technical design of E-Legislation, the project started by taking stock of all processes. As the project progressed, the first prototype applications were built. These applications will be available through an integrated cockpit.

In addition, a content data standard called LegalDocML.de has been developed specifically for E-Legislation. The aim of the standard is to recreate the formal legal composition and structure of legislative texts in a machine-readable format and to ensure that the texts can be handled and passed on across processes. LegalDocML.de can therefore be considered a cornerstone of E-Legislation and the digitisation of legislative processes.

Next steps
Until mid-2023, the E-Legislation functionalities will be expanded and upgraded in several iterations. The E-Legislation modules such as the editor and the electronic regulatory impact assessment (eGFA) will be continually developed and deployed over the next three years.
