Drafting and reviewing legislative texts in a digital age
The project "Elektronische Gesetzgebung" (eLegislation) aims to further digitalise the German federal legislative process. Currently, there is only modest use of technology within and between the Federal Government, the German Bundestag, the Federal Council, the mediation committee and the Federal President's Office. The most assistance given to drafters is a Microsoft Word plug-in which supports accurate formatting and adherence to official drafting rules.
The project is part of the government program "Digitale Agenda 2020 " and the IT consolidation of the federal government.
A fully digital and interoperable federal legislative process has many advantages: real-time status updates, easy to follow process steps, better collaboration between document drafters, but also new forms of public engagement within the legislative process. Overall, the project aims for the general improvement of data management and usability.
Current Project Status
The project officially started in 2016. In its first phase, the central task was to completely document the legislative process for the first time within the Federal Government, the German Bundestag and its political groups, the Federal Council, the national regulatory control and the Federal President's Office. The process analysis now serves as basis for the requirements analysis. In the first half of 2018, the specifications for the platform will be finalized.
In the meantime, the project has introduced three prototypes (eTAb for text collaboration, eNAP for impact assessments and eZeitplanung for scheduling), objectives being the early interaction with future users and proof of concepts for the creation of user-friendly online tools.
The Fraunhofer FOKUS Competence Center Public IT developed a mock-up of the system early on, which shows how work within the legislative process could look like in the future. Watch the "Showcase eLegislation" (the video clip has no sound ).
The project uses an incremental approach to the development of the platform. 2019 will see the set-up of basic workflow functionalities and data management. Until 2021, the full scope of the Project (including comprehensive tools for impact assessments, drafting and publication) is to be implemented.
